Well, I was reporting on what the UN document said.
Evidently the UN wishes to say that States too can commit crimes. There is no carte blanche just because one is a state. I
suspect that they see some sort of parallel between terrorism as they define it and the actions of some democracies.
I think that the description above also includes the situation when one state operates outside its own borders. I can't see any
reason for excluding that situation.
