So, what constitutes a legitimate government, one that can claim a
right of national sovereignty and have a vote at the UN? A monarchy? A
dictatorship? A never-elected communist-party machine? A puppet of
another state?
It would be difficult to get the UN to tighten up the definition, as
most of the votes would have to come from governments that would
disqualify themselves.
