To do this without IC i.e. Integrated Circuits implies you want to just use
transistors and diodes. I used to design things like that back in the early
60's. I estimate it would take a couple of cabinets 7 ft high and 2 ft wide
to hold all of the components.
Maybe you meant without using a microprocessor - just using logic ICs - more
doable but still daunting maybe only a box 15 in high by 19 in wide by 17in
deep.
