Similarly, sterilization of water with ozonation can leave a whole
bunch of residual non-living organic stuff in there that is just
waiting for a new bacteria to come in and set up shop. You either have
to keep it sterile (impossible in a municipal water system), maintain
some residual ozone (also probably impossible in a large distribution
system) or chlorinate the already sterile water.
