In the long run Venice is sinking and has been for centuries. The solution
has been to rainse the level of the "dry" parts and abandon flooded lower
stories.

New Orleans would be pretty with river- or lake-level canals running
everywhere, and the buildings built up to safe levels on pilings or raised
foundations.

Or houseboats.
