The Army Corps of Engineers has been a disaster all its own since it was
formed. The levee system should never have happened. It should not be rebuilt.
All persons moving back into the affected area should be required to sign a
release form stating that they know the area is potentially dangerous and
relinquishing any and all rights to request Federal assistance in any form.
