A "few"? Nearly 30 years ago I can recall Houston having a problem
with such behavior, and no storm to blame it on. The police staked
out the potential targets, armed with shotguns. Then it was...

Having lived in Scottsdale for 32 of my 43 years in Arizona, I can
tell you, with surety, that it takes local effort working with the
Corp to get success. Check out the (Scottsdale) Indian Bend Wash
Project sometime. Took almost 20 years to complete, but it works.
