You have to fight this with what you have, not what you want.


Active duty forces in Texas are pretty much tapped out with Iraq, and one of the major functions of the National Guard during wartime is to provide combat engineers, so that their units most useful for a situation like this, what with portable bridges, water treatment, heavy construction equipment, transport, and capability for quickly erecting large shelters and roadways, were tapped too.


So the US has been doubly screwed by Bush.


No- not at all- it will be a boon to the private contractors- they do not need to be combat ready- and there are plenty of resources in the area.
