It may or may not be such a great idea. For example, I think
it's the Police Chief who stated New Orleans is a "total loss."
Obviously that's wrong (e.g., the French Quarter, and other
land near the Mississippi was barely flooded, if at all). At
least one official (federal, IIRC) has said *all* the buildings
will have to be bulldozed. It's not clear one wants to place
ultimate power in the hands of people like those two. One way
to avoid that happening is to keep final decisions to yourself.
