Actually, there are laws on the books in the US SPECIFICALLY prohibiting the deployment of regular military forces inside the borders. They were designed to prevent a military takeover, but they still apply even in this type of emergency situation. That is why the national guard (a state militia) is usually used for this sort of thing!
