But for each "vintage" car (by your definition) there are a
thousand smog-belching "beaters" on the road that are
*exempt*. Since they were both made before the more
stringent standards *AND* they are rarely maintained
properly, they are a double-threat to the airshed.

Some of us think it should be reversed. Cars <20 years
rarely need inspection, and cars >20 years most certainly
DO.
