HELP With Step-Down Transformer and Converter



I have two Questions:
1. Can you please help me design a Step-Down Transformer AC-AC
Input : Electrical Outlet 15A/220 Volts
Output: 3000 Amps/1.10 Volts

2. Can you please help me design a Step-Down Converter DC-DC
Input : Car BAttery 75A/12 Volts
Output: 750 Amps/1.20 Volts

If there is an existing equiptment that approximate the above specs, I
would rather buy than build.
