I like the following strategy: ask them for their home phone number, and
explain you will call them back when convenient. When they balk, remind
them that they called YOU at home.

I like to get into a long, detailed conversation with them on what they are
wearing. They typically get nervous and hang up on me. It doesn't waste
any LESS of my time, but at least it is entertaining.
