New 'chip' ? I dunno. What kind of chip did you have in mind ? Any examples -

Telephone quality bandwidth - good enough ? - is a mere 4kHz. The data rate
shouldn't be especially problematical ( particularly if you use a codec to
reduce the data rate ).
