There are a lot of choices. Any of the more upmarket 'serial' programmers
will work (these only require a .hex file to be sent via a serial port).
There are a number of plan sets on the web, and a number of pre-built
units which in some versions support Linux. Try:

The most 'basic', is PICPRG, which is a program, which in conjunction with
some very simple hardware, can program the most basic PIC models.
The Velleman kit, can be used with Linux, but with limited device support.
