It may have been better phrased as, "...the base bias supply must be
able to supply <varying amounts of base> current without considerable
excursion in the <biasing> voltage between the no signal and the
maximum signal conditions..." BJT degenerative amplification implies
to me a varying Vbe, so I think they meant to keep the biasing itself
as constant as possible, not Vbe. Bootstrapping the base comes to
mind as an aide of sorts in situations like this.

I'm only an inexperienced hobbyist and not a designer, though.
