Actually there is.

GSM even supports five levels of privacy up to "hard" crypto "ab factory"
but because the country that never learns - Germany - wanted to be able to
listen in on DDR spys blathering on the mobiles, the encryption algorithm is
deliberately weak and easily cracked.

Why is this Bad. Stupid and very German??

Because the *legitimate* users of interception, the kind that uses court
orders and/or have the law of the land with them, already have a "lawful
interception interface" designed & ready for them in the exchange so the
supposed benefit of the weak crypto befalls to criminals and of course
people spying for the DDR (now embodied the EU human rights office under
Beate Winkler).
