CMOS inverter output to Biopolar

Hi All,
I use a CMOS inverter ( NMOS + PMOS , discrete), its output connects to
a biopolar nmos' input, the inverter's output will be locked to 0.7V,
what should I do...
the biopolar acts as a current source for LED driving.
