Seems rather strange to expect an HR dweeb to judge technical competence.
My experience getting jobs at large firms (only in Canada though) has been
that the technical manager responsible for the area with the assistance of
his technical staff pick a suitable candidate and HR checks your past
employers to make sure you weren't fired for gross incompetence, larceny or
assault. HR also does the hiring paperwork. Not sure I'd want to work for a
company like the one you encountered.
