IEC 61000-3-2 and offline power supplies

I know very little about IEC 61000-3-2 and the first simple question I have
is do I need to?
The design I am looking into will be Class D and if acceptable I intend to
use full wave rectification and filter capacitor. Probably with a series
surge suppressor and maybe a little series resistance to give the bridge an
easier time (and help with harmonics).
Is this configuration likely to meet IEC 61000-3-2 requirements? It seems
class D limits are specified as a percentage of power drawn so at first
sight there doesn't seem to a particular power rating at which a different
approach is required.
Can anyone advise or point me at information sources?
