in europe, these regulations have to be met whenever you want to sell a
product on eu market and you need the CE mark.
There is no stricht need in caring for these regulations as long as you
are building hobby projects and you do not disturb other people with
your equipment.
IEC-61000-3-2 deals with harmonic distortion of mains current and
delivers the background for power factor correction.
Depending on the class of equipment, i.e. whether it is rare or quite
common, there exist limits of average power consumption, below which no
distortion limits are applicable.
For audio equipment, I think the limit is 75W average, but I am not
sure of this.
If you intend to bring your product onto the market, I would advise you
to get information about the standards applicable to your product and
then to buy them ALL.
This can cost several thousand dollars and there is no legal way to
download them for free from the internet.
