Presumably your plan is to help preserve endangered fish stocks by
instead allowing the endangered fish to be sold for a healthy profit.

If they're sold then there's less requirement to go back to sea and kill off some
more. I don't think it's beyond the wit of man to ensure it's not used as a backdoor
method of fishing the endangered stocks.
