Why doesn't somebody make a simple 3t adjustable reg, an LM317 or
LM1117, in SOT-23?

They do, used one on a design a while ago. Was 5-pin SOT23 though but
didn't use the "fluff pins".

Pleeeeease tell me who makes it!

Probably Linear Tech, I used a LT1964 negative reg recently in that package,
I'm sure they will have a positive equivalent.
