I wonder howcome, if they _caught_ these 24 conspirators, doesn't that
mean that what they already had in place worked?

If "the terrorists" have intent to merely disrupt people's lives, have
our liberties stripped away, and cause the maximum inconvenience for
the maximum amount of people, it seems that the Bushists are playing
right into their hands.
