It is NOT explosive in any way shape or form. It IS an oxidizer...

That means that it CAN be used as an accelerant to a flammable or
explosive medium.

Yes, but in itself it is explosive.

Hence its use to increase BTU output and explosive force of race car
engine fuels. (any fuel, actually)
