Unless I misunderstood the OP, he was asking if a "state" (i.e. a state
police department) would contact another country directly, or if it
would go through the US State Department.
The answer to which, obliquely, is that since the crime has crossed a
state boundary (in the act of crossing an international border), the
matter is in the hands of the FBI and would be dealt with through
federal agencies. A police chief in Baltimore, MD would not normally
call up the chief of police in Rome, Italy to ask that a particular
person be arrested and extradited.
