Good luck getting more than 1.5Mb/s from ADSL, and they also have

What this means in practice is that I get 4Mb/s for about 10 seconds, then nothing for 5 or 6, then it starts up and closes down at what appears to be random intervals. Ruins Skype, games, pageloading etc etc

I'm sortof positive it's the ADSL, just want to be 99.999% sure before I tell management, Yes, we need T1. ... you can then try to justify the added expense to management. ...
