Businesses have their own transport costs. Raise the price of fuel
enough, and they will go back to clustering around railheads - the
railways don't have to run on oil-based fuels.
For steel and rocks, maybe. Businesses like mine, or internet sales of
moderately-sized widgets, can be almost anywhere these days. UPS
shipping rates are based on distance zones, not proximity to
railroads, so for shipping purposes, it doesn't matter where a
business is located. I can ship an $8000 VME module anywhere in the
USA, or receive a reel of 3000 opamps, for $15, so it wouldn't matter
much if the shipping cost increased by a factor of five.
What really determines where a business is located is availability of
the right people. That results in "illogical" things like electronics
being in Silicon Valley.
Your optimism is depressingly ill-informed.
Optimism is always depressing to some people.
