I seem to recall that TI had such an animal maybe 30 years ago, but I
don't know of anything recent.

TI had a digital VCO/PLL somewhere around 1980-85. I remember
evaluating it for possible modem use. Knowing me, I may still have
the data book... I'll look for it.
