simple digital electronics problem!

Hi all!
I'm an amateur at digital electronics- we're just starting off on a
basics course, and our lecturer gave this problem for our quiz-"Input
is available from a multiplexed channel. Design a de- multiplexer setup
taking care of practical situations." Please tell me how to go about if
you know it.

Also, does anyone know of any resource where i can get more of such
problems of such sort-( The textbooks we're supposed to
refer,Morrismano and Wakerly don't have many and couldn't find any goo
d links either)
