I thought it was more like 1/2 degree since 1900, or some such.

Last time I checked the world was about .6 degree C above the 1950-1980
average. Looks to me moving about a quarter of a degree C per decade in
the past couple of decades, admittedly less than my "degree per decade".
Maybe close to .4 degree F per decade in the past couple of decades.

How is that average temperature measured?

Surface level air temperature at weather stations and buoys for most of
the data. www.noaa.gov won't come up at this moment, but they do explain
that little of the world is too far from a measurement point to
reasonably construct an average surface level atmosphere temperature.

Presumably the methodology is similar to that used in 1980.
