Put a pullup on the reset and connect diodes, anode to reset, to the
outputs. Use 2nd MSB as output.

Should be MSB-1 output

It conducts, discharging the capacitor, which is probably slowed by the resistor- a one shot mulivibrator that makes a long enough reset pulse to reset the machine. ...
