With a high end that high (20 GHz+) the low end is going to be over 1 GHz
maybe over 10 GHz. If you really have to have 100 MHz you will need
multiple instruments. Mere generators that powerful in that frequency
range can be had, but VNAs(?), even synchronizable generators are not
common.
