I need a microwave sweeper, maybe 100 MHz to 20 or 30 GHz, that has aWith a high end that high (20 GHz+) the low end is going to be over 1 GHz

40 Gb/s lithium niobate optical modulator, and it would be nice to have
output levelling after the final amp.
Any favourites (used, preferably, and not too expensive)?

maybe over 10 GHz. If you really have to have 100 MHz you will need
multiple instruments. Mere generators that powerful in that frequency
range can be had, but VNAs(?), even synchronizable generators are not
common.
