Jim is as far out of touch with reality as ever, and he's quoting some
journalist who isn't much better.
The classic definition of a fascist is someone who thing that the
interests of the state are more important than the interests of the
individuals who form the state.

Why someone who wants to take the journalist's air-conditioning and
force him to ride a bike would be a "true fascist" escapes me. The
nitwit probably thinks of the word as a term of abuse.
He doesn't seem to know much about global warming either, but - of
course - he does seem to know how to produce the sort of ill-formed
clap-trap that appeals to a politically unsophisticated audience, of
which Jim appears to be a representative sample.
Jim seems to have gone through MIT without learning about anything
outside of engineering - the rest of his education seems to have
stopped when he left primary school, and it can't have been much of a
primary school.
