Usually not. You'd be mighty disappointed when you compared the overall efficiency of the coal-to-wall-outlet process to the 70-80% or so of a coal based heater. Plus a lot of big coal plants are run by "politically connected" businesses so they often get away with much looser emissions regs than the manufacturer of that little furnace.
