Guns are not a big problem--civil people don't use them against each
other. People with jobs and families, by and large, don't shoot one
another.

To the extent there is a problem, the problem is criminality itself,
and the solutions are social.

I suggest legalizing drugs, as a first step, and ensuring that more
than the current 2/3rds graduate from high school.

As a further step, ensure that those graduating are actually
qualified. These days I'm personally seeing very talented, brainy
kids--rated as 'A' students, teacher's pets--about to venture forth
into the world, but shockingly ill-prepared. Virtually illiterate.
Really. Lacking basic critical thinking, the ability to analyze; to
write or speak; the ability to express themselves; to calculate, to
problem-solve, to spell. I can only imagine the state of those less
favored and gifted, and the life that awaits them.

These would reduce crime, ignorance, and poverty at their source,
stemming uncivil behavior with guns as a bonus.
