LOL- the flooding is relatively minor in volume and it's up to the ISPs to take care of their own servers. USENET is not that important and your complaint is analogous to charging someone with pooping on your favorite park bench. They will just tell you to find another park bench. They need some kind of registered key system where USENET servers refuse to accept messages without a verified registered key signature.
