Not the mechanics of what you say, only the process by which it is
allowed to exist.
that would be the US Constitution.It sets the "process".
And by that, I mean an acknowledgement (understanding?), of the
conditions precedent to its manifestation.
Put another way: The country defends the country, not the Executive
branch.
the country does not ACT until the leader says to act.
He is the head of the Executive Branch.
