It's just a crudely-made drum that spins slowly on a roof, sometimes,
if the wind is just right. There's no generator and if there was one,
it might make a few watts, occasionally. A government would have to be
mighty dumb to subsidize that!

It doesn't even appear to be bolted down! If X mph of wind will spin
it, a gust of 1.5X will blow it away.
