You need the networking to download the service pack.
IOW, it's a good idea to have an external router/firewall, rather than
connecting a modem directly to the PC and relying upon the PC's software
firewall. Dedicated routers don't normally run Windows, so they tend to be
somewhat less prone to getting hacked.
