I'm interested in checking the outputs
of VHF and UHF transmitters for harmonics.
Power levels of 1 to 50 watts. What's
the safest way to look at the output and
still make an accurate measurement?

If you want to know if a given Tx is radiating harmonic energy that could
cause interference to a receiver operating on that harmonic frequency -
then you had better set up the Tx * with its intended antenna system* and
then search for harmonics via ( calibrated) receiving antenna fitted to the
analyser.
If you just want to see how the Tx behaves when driving a dummy load, then
you will need a copy of the maker's service and alignment notes - and
follow the procedures set out inside.
