1) The demographics are completely different.
South OC & SD: Affluent white people, likely to vote Republican.
Malibu is Blue country, so they aren't doing quite as well.

2) Lessons learned by the populace:
Don't hold your breath waiting for Bush's guys to show up.

2a) Churches & businesses are showing up
with even more stuff than can be consumed.

Like all the leftist weenies you completely missed the point.

Initial disaster relief is a STATE mechanism, because they are closest
to the scene.

The Feds provide support, declarations, etc., which enable special
loan and grant provisions.

Aren't there more churches in the South ?:-)
