I agree that persons who engage in criminal conduct while in office,
or who permit and support criminal behavior of their support staff,
should not continue in office.
Nixon resigned under those conditions - apparently, in thsoe terms,
the last honest President.

Nixon resigned becuase it was the right thing for the country. (I
think he knew it.)
Ford pardoned him for the same reason, though it would take 25 years
for the rest of the country to come around to that way of thinking.
I'm in the rest of the country, and I can't foresee ever coming around
to that way of thinking.
My view: Cheney should definitely be impeached, (too bad we don't
use tar and feathers anymore..)
Given the precedent, w giving cheney a midnight pardon would not be a
surprise, and would be, apparently, not legally contestable.
