Why do you need it illuminated? How much illumination is really
needed? CCDs don't need much light to work.
HPS lamps would probably be a lot more cost effective provided that
colour rendering was not a high priority.
I would also urge you to install full cutoff lighting that directs the
light onto the area being lit and not into the sky.

Almost certainly not unless you are talking to a slimy salesman. It is
usually only worth considering wind solar power if either you have no
direct grid connection or someone is daft enough to give you a grant
to install one.
Most of the "wind farms" where I live are installed solely to claim
the installation grants. 2 out of 3 are feathered and/or unserviceable
most of the time. The only exception is the Nissan car plant which has
about half a dozen and keeps about 5 running continuously (provided
there is some wind). They also had one catch fire spectacularly
closing the nearby arterial trunk road.
