I see very little in a ground plane on your circuit board, additionally the nice plastic case with the metal panels might be a source of static electricity. Try bonding the metal control panel and the bottom chassis that the CPU board is attached to as well as the bulkheads for the plastic tubing. I think you are chasing your tail with a classic ESD problem.
