One way would be to use an opamp plus pnp/npn followers at the output to get to your 100mA. Use the whole thing as a follower. A positive and a negative reference set, say, +/-1.24 volts. You can use two TLV431. Or if it has to be really cheap take the TL431 at +/-2.5V. Divide that down to +/-0.1V via resistors and, voila, there is your regulator.
Add overload protection if needed.
