3 volts is a lowish supply for good audio noise performance (should that be
important) and introuces certain other issues. You may need an internal DC-DC
converter to supply some more useful internal voltages.

You need a mic preamp followed by an active rectifier using at least one
moderately high output current op-amp.
You will need to define the attack and decay time constants required for your
application.
