washing machine could be programmed to only run if energy cost is below

In many other (non-U.S.) countries high-demand items such as water heaters run
off of a second, switched power line that's only energized at night. The
power company benefits from being able to even out their load whereas the
consumer benefits from paying less per kWh than the "regular" power line.
Heating water with electricity is insane. That's rare in the US; most
of us use gas.

Virtually all new-builds in AZ are all-electric homes.

Aside from offering CA best wishes, the current market share is
apparently around 50% for each in the US and Canada. There's also a
small chunk that use bottled gas (eg. propane) and a handful (<
150,000) of solar installations. Maybe there are heating oil fueled
water heaters, but I've never seen one.
That's common back East, a combined central-heating furnace and water
heater, run off heating oil. Also insane.
