Peer review isn't an excuse for much of anything, really. The point I
was making is that the publishers of the periodicals want to "make
some money." It's my feeling that this is a reasoned request, but
that six months rights is all they should have.
I don't think journals have any right to appoint
themselves middlemen between publicly-funded research
and the public good.
They impede progress and the free flow of information.
And they overcharge to boot.
