Backup? Wouldn't the money be spent more wisely on RAID storage? Same

they really know what they're doing anymore.
Agreed, but there is something to be said for "low-tech".
Especially if you consider these chart recorders may be installed out
in the boonies, off-grid, etc... I for one could not in good
conscience recommend Vista for such applications. :)

Actually for long term reliable battery operated kit i could not even
recommend near normal linux. Especially if real time performance is
required.
Well duh. No off the shelf 'near normal' O/S is going to be satisfactory
for a low power app. Lots of cruft will have to be stripped out, file
systems and the kernel will have to be optimized. And unless you are
running on a desktop or server (pointless to optimize these for battery
powered apps), drivers for custom h/w will have to be written.
You start with Vista as a base line, I'll start with Linux and we'll see
who gets there first and with less cost. Whoops. Cost already killed
Vista out of the gate.
Vista is not my friend. No M$ os will ever be real time. If you need
hard real time, the OS is minimal, fast and reliable. Hatley and
Pirbhai wrote a books on the subject and i read one. Pretty good
stuff. Battery powered stuff can be a very different challenge.
